Rising College Costs and Student Loans are now Worldwide

The USA isn’t the only country experiencing escalating college costs; it’s become a worldwide problem, with students having to borrow to pay for their educations. 
New Zealand, Australia and Britain are increasing the use of income-contingent loans, which base the repayment amount on the borrower’s income.   Norway converts parts of loans into grants that do not have to be repaid if students perform well and complete a course of study.  
Once viewed as a basic right in Europe, a free college education is a thing of the past.  The UK and Germany are now charging tuition.  
Former Communist countries including China also used to offer free college educations but now charge their fees and these students have begun to take out loans.
